This 1975 act combined a number of federal lands - like Marble Canyon - into the Grand Canyon and also expanded the Havasupai reservation. Of note for planning and access is "nonmembsrs of the tribe shall be permitted to have access across such lands at locations established by the Secretary in consultation with the Tribal Council in order to visit adjacent parklands" - which as of the 2015 Backcountry Management Plan and as far as I know into 2023 had not been established.

Hikers and campers will no longer be given permits to a chunk of the Grand Canyon East rim on the Navajo Nation because of lack of enforcement

The Navajo Parks and Recreation Department has suspended issuing non-commercial backcountry permits for the East Rim of the Grand Canyon, an area which is on Navajo Nation lands. Hikers and campers will no longer be issued permits and all non-tribal use of the lands are prohibited.

UPDATE - Marble Canyon Closure • 9/3/19The Navajo Nation released an update to the recent closure of access to Marble Canyon via Navajo reservation lands. The closure now only affects the access to the Tatahatso Point area.  Permits for all other areas are being issued by the Navajo Tribal Park. Please respect the closure of
