As a result of the 1976 Federal Land Policy and Management Act the BLM prepared this document, first published as a draft in 1984, to meet its requirement to examine roadless areas of 5,000 acres or more with wilderness characteristics - Wilderness Study Areas in this document:

- Hells Canyon WSA
- White Canyon WSA
- Picacho Mountains WSA
- Coyote Mountains WSA
- Baboquivari WSA
From the document (Summary, vii):
The Proposed Action recommends as suitable for wilderness designation three WSAs — Mount Wilson, Coyote Mountains and Baboquivari Peak, totaling 31,966 acres. The Hells Canyon, White Canyon and Picacho Mountains WSAs (total of 22,747 acres) would be recommended as nonsuitable for wilderness.
In 1990 all of these areas except for the Picacho Mountains WSA would become wilderness areas in Representative Morris Udall's (D-AZ) Arizona Desert Wilderness Act of 1990.
